History of CCTAP

A Brief Timeline

  • 1984 (spring) a group of students advocated for child care funding and organized their efforts; a student referendum was held.
  • 1985 Student-Parent Day Care Committee gained approval from WSA, SUFAC and Chancellor Shalala to implement CCTAP with an annual budget of $72,000/average award of $300 per year; Program was administered through Financial Aid Office and Dean of Student’s Office.
  • 1990: Teacher's Assistant Association (TAA) contributed $50,000 financial support to CCTAP to help fund child care costs for TAA parents.
  • 1996: First UW-Madison Office of Child Care and Family Resources was formed on campus with responsibility for developing child care services for student parents through General Administrative Policy Paper (GAPP) 38.
  • 1998 CCTAP Administration and program planning transferred from Dean of Students Office to Office of Child Care and Family Resources.
  • 1999 Formation of the Child Care Tuition Assistance Advisory Board, operating with 80% student representation.
  • January 2001, CCTAP provided first sick child care program for student parents with Meriter Hospital Ginger Ail Program;
    2001 Family Child Care Training Program was implemented, funded by CCTAP.
  • 2002(January) contracted for services with Interim Health for sick child care when Meriter's Ginger Ail program closed.
  • 2003 Parent Resource Specialist position created, funded by CCTAP and Beckner Fund ( School of Human Ecology); position began offering parent education and support groups and programs.
    2003 In-Home care for students expanded to provide evening and back up care through Interim Health Care contract.
  • In 2004, the CCTAP Advisory Board set priorities for larger increases in award amounts for student parents with the lowest income, those with infants, and single student parents in an effort to attract and retain student parents at UW-Madison.
  • 2005 The CCTAP Advisory Board increased average grants for student parents to target a minimum of 30% /maximum of 40% of child care costs over the academic year; citing attraction and retention as a major concern given the ever increasing costs of university and child care tuition.

CCTAP at a Glance

  • Serves 300-400 student parents each semester with grants for child care assistance.
  • On average, 20% are undergraduate, single parents; 70% have incomes under $30,000 annually; 30% are international students.
  • Grants range from $450-$2400 per semester, based on credit load, income, age and number of children in care.
  • Serves an average of 200 student parents and their family members annually in parent support and education programs largely funded by SSFC.
  • Provides a no fee voluntary parent list-serve to inform student parents of activities, trainings and a support network to help other student parents communicate with each other on campus.
  • Provides a Family Child Care Training Program in Eagle Heights to increase the quality and availability of flexible child care for student parents.
  • Works with the Campus Women’s Center KidsTyme Program, Babysitter’s List and Kids Night Out Programs.
